The recently concluded regional training seminar, “Regional Training on Early Language Literacy & Numeracy (ELLN) Focusing on the Science of Reading” marked a significant step forward in enhancing educational practices within the Central Luzon region. Organized by the Department of Education (DepEd) Regional Office III through the Curriculum and Learning Management Division, the week-long seminar took place from August 20 to 26, 2023, at Anne Raquels Hillside Resort, New Cabalan, Olongapo City.
The seminar’s primary objective was to provide valuable insights and strategies for Kinder to Grade 1-3 teachers and school heads, equipping them to effectively implement the Early Language Literacy & Numeracy Program. This program places strong emphasis on advancing early literacy and numeracy skills among students, setting a solid foundation for their academic journey.
With a turnout of 375 dedicated participants from the region’s twenty divisions, the event saw a diverse group of educators, including Supervisors who had previously attended the National Training of Teachers, Kindergarten, Grades 1 to 3 teachers, Elementary School Heads, and Public Schools District Supervisors. The attendees were eager to deepen their understanding of Science of Reading and incorporate its principles into their teaching methodologies.

Throughout the training, participants engaged in a variety of workshops, discussions, and practical exercises designed to upskill and empower them to become effective reading planners and teachers. The curriculum encompassed developmentally appropriate strategies aligned with the Science of Reading, a teaching approach that draws on scientific research to enhance reading comprehension and language acquisition skills in young learners.
One of the key aims of the seminar was to foster a culture of reading within schools and instill a commitment to sharing teaching experiences and mentoring practices. By doing so, the organizers hope to improve the overall quality of instruction and promote positive educational outcomes for students.
The picturesque surroundings of Anne Raquels Hillside Resort provided an ideal backdrop for this intensive educational endeavor. Attendees were able to immerse themselves fully in the training program, away from the usual hustle and bustle of the academic routine.
Ms. Junica Lozano, a Grade 1 teacher from Olongapo City Elementary School, shared her thoughts on the training, stating, “This seminar has transformed the way I approach teaching reading. The Science of Reading principles have given me a fresh perspective on how to engage young minds and nurture their literacy skills effectively. I am excited to implement these strategies in my classroom.”
The success of the seminar was evident in the enthusiasm and positive feedback from the participants. Dr. Marie Ann C. Ligsay, the Regional ELLN Focal Person, expressed her satisfaction with the outcome of the event. “We are thrilled to witness the commitment of our educators to enhancing their skills and enriching the learning experiences of their students. The Science of Reading is a powerful tool, and we are confident that its implementation will bring about transformative changes in our classrooms.”
As the seminar concluded, educators departed with a renewed sense of purpose and a repertoire of strategies that will undoubtedly leave a lasting impact on their teaching practices. The collaborative spirit that emerged during the training indicates a bright future in early literacy and numeracy education in the Central Luzon region.
