OLONGAPO CITY, August 7, 2026 — The Schools Division Office of Olongapo City conducted the Election of Officers of the Olongapo City Federation of Parents-Teachers Associations (OCFPTA) for School Year 2026–2027, alongside a Division-wide Capacity Building for School Parents-Teachers Association (SPTA) Officers, on August 7, 2026, from 8:00 a.m. to 5:00 p.m. at the SDO Olongapo City Conference Room.
Participating in the activity were the duly elected presidents of the 40 SPTAs representing public elementary, junior high, and senior high schools in Olongapo City. Selected SDO personnel also served as facilitators and overseers of the election process, while the outgoing OCFPTA officers attended to assist in the orderly conduct of the proceedings and ensure a smooth transition of responsibilities.
The program formally opened with the Welcome Remarks of Ramil Gonzales,EdD, SGOD Supervisor who warmly welcomed the participating SPTA presidents. His message emphasized the important role of parent leaders as partners of schools in strengthening programs, supporting educational initiatives, and fostering a shared commitment to quality basic education.
This was followed by the introduction of the resource speaker and statement of purpose led by Arlene E. Dela Rea,EdD, Partnership Focal Person, who highlighted the role of parent leaders in strengthening school-community partnerships and supporting school programs and initiatives.
A key part of the activity was the Division-wide Capacity Building, facilitated by Mr. Benedict N. Marin, President and CEO of PAPDEV, which focused on enhancing the knowledge and capabilities of SPTA officers in carrying out their responsibilities and contributing meaningfully to school governance and development.
The participants also took part in a Character-Based Orientation facilitated by Madam Feligena Bugay, EPS in ESP, which emphasized the importance of values formation, integrity, accountability, and responsible leadership in carrying out their roles as parent representatives.
Meanwhile, Ramil G. Gonzales,EdD, SGOD Supervisor, provided an orientation on the Omnibus Guidelines under DepEd Order No. 013, s. 2022, giving the parent leaders a clearer understanding of the policies, organizational structure, roles, responsibilities, and proper operations of PTAs.
The program also featured the presentation of accomplishments and financial reports of the outgoing federation, presented by Manny S. Arcenal, OCFPTA President, SY 2025–2026. The presentation provided the incoming parent leaders with an overview of the federation’s activities, accomplishments, and financial stewardship during the previous school year.
Following the presentation, Plaques of Appreciation were awarded to all schools that actively participated in the SPTA fundraising initiatives, recognizing their valuable contributions and support to the federation’s programs and activities. The recognition highlighted the collective efforts of schools, parents, and stakeholders in mobilizing resources for initiatives that benefit learners and strengthen school-community partnerships.
A Plaque of Appreciation was likewise presented to the OCFPTA Officers for 2026 in recognition of their dedication, commitment, and service to the federation and the school communities they represented. Their leadership and active participation contributed significantly to the implementation of OCFPTA programs and the strengthening of parent engagement during their term.
Special recognition was also given to Arlene E. Dela Rea and Glenn D. Tipay through the presentation of Plaques of Appreciation for their invaluable support, assistance, and commitment to the OCFPTA. Their continued guidance and coordination helped facilitate the federation’s activities and contributed to the successful implementation of its programs and initiatives.
The election of the new set of OCFPTA officers for School Year 2026–2027 followed, with the FPTA officers for SY 2025–2026 assisting in the transition and turnover of responsibilities.
The newly elected Olongapo City Federation of Parents-Teachers Associations (OCFPTA) officers for School Year 2026–2027 are as follows:
Arnel Sales of NCNHS was elected as President, while Marlon G. Inarin of SRES serves as Vice President. Ava Freda D. Mayor of Barretto I ES was elected Secretary, and Cristena M. Arcenal of Bangal IS as Treasurer.
Serving as Disbursing Officer is Josephine T. Gaton of OCABIS, with Jesus T. Ordillas, Jr. of KES as Committee on Finance. Christina B. Caballero of NEBES was elected Auditor, while Erick Jayson Y. Cano of EBBES will serve on the Committee on Audit.
Meanwhile, Glen Amoite Gutierrez of SRHS was elected Business Manager, and Pai L. Khonghun of Tapinac ES will serve as Head of External Affairs. John Joseph Dela Rosa of GHES I was elected Public Relations/Information Officer (PRO/PIO), while Irene D. Doble of OCES will serve as Program and Project Specialist.
Completing the new federation leadership are Evelyn De Guzman of TSHS as Committee on Ways and Means, Mary Joan Maceda-Ramos of SPED G as Grievance Officer, and Ryan Collarin of NCSHS as Disciplinary Officer.
The newly elected officers are expected to work closely with the Schools Division Office, school heads, teachers, parents, and other stakeholders in advancing meaningful school-community partnerships and supporting programs that promote the welfare and holistic development of learners.
The activity concluded with a message of acceptance and commitment from the newly elected FPTA President, signifying the beginning of a new term of leadership and service for the Olongapo City Federation of Parents-Teachers Associations.
The activity confirmed SDO Olongapo City’s commitment to meaningful stakeholder engagement and strong school-family partnerships, recognizing parents as essential partners in creating supportive learning environments and advancing the Department of Education’s mission of providing accessible and quality basic education for every learner.
