OCABIS Hosts 2026 Division Festival of Talents: Sining Tanghalan; Learners Champion Filipino Arts and Creativity

Olongapo City, Philippines — February 14, 2026. The Schools Division Office of Olongapo City successfully conducted the 2026 Division Festival of Talents – Sining Tanghalan at Old Cabalan Integrated School (OCABIS), bringing together learners from public and private elementary and secondary schools for a vibrant celebration of Filipino creativity and cultural expression. Anchored on the theme “Vibrant Filipino talent across dance, visual arts, music, and micro-literature — celebrating youth creativity and national pride,” the event showcased the remarkable skills and artistry of Olongapo’s young performers

The festival was led by Saturnino D. Dumalao, Education Program Supervisor for MAPEH, whose guidance ensured the effective implementation of activities across all competition areas. The program opened with a message from Eleonor C. Cayabyab, EdD, Chief of the Curriculum Implementation Division, who praised the performers for their creativity, discipline, and passion for the arts. Adding to the significance of the event, the festival was also attended and supported by Learning Area Supervisors and District Supervisors, demonstrating the Division’s strong collective commitment to promoting arts education and cultural appreciation.

Community support was highlighted through a message from Hon. Rolando Alba Jr., Barangay Captain of Old Cabalan, who expressed appreciation for the Schools Division’s dedication to advancing culture and the arts among the youth. Contest guidelines and house rules were then presented by Amrah Phil A. Solano, OIC–Assistant Principal of OCABIS, ensuring the organized and seamless conduct of all activities throughout the day.

The event also received a message of support from Hon. Angelito “Gie” W. Baloy, Olongapo City Councilor, who praised the Division’s initiatives in providing learners a platform to express their artistic talents and reaffirm their cultural identity.

The 2026 Sining Tanghalan featured a range of competitions designed to highlight Filipino cultural identity and artistic excellence. Learners participated in Katutubong Sayaw (traditional dance), Pintahusay (visual arts), SineMunti (short filmmaking), Bayle sa Kalye at Eksibisyon (street dance and exhibition performance), and Likhawitan (original music and vocal performance), showcasing diverse talents that reflect both creativity and national pride.

Judges, coaches, and guests were treated to a display of artistry that blended discipline, expression, and innovation. Performances and entries demonstrated learners’ deep understanding of Filipino heritage while exploring modern interpretations of culture and storytelling.

The 2026 Sining Tanghalan reaffirmed the Schools Division Office’s continuing commitment to fostering artistic talent, cultural appreciation, and authentic self-expression among learners. By offering a platform where students can showcase their creativity in dance, music, visual arts, literature, and film, the event strengthened the city’s cultural landscape and prepared its young artists to proudly represent Olongapo in the upcoming Regional Festival of Talents.
